Mission Planner III

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Performs duties as the RTS, ROC-H of Communications Coordinator for all mission activities and works with programs to assist with developing plans and defining requirements.
  • During mission activities directs and informs all communications and Information Services personnel in aspects related to voice communications, data processing, long haul circuits, and timing systems.
  • Participates as required in range flight test mission activities at Reagan Test Site (RTS) involving inter and intra atoll communications as well as to various off site locations over fiber optic networks and Wideband Global SATCOM (WGS) satellite.
  • Conducts and coordinates scientific mission planning activities in support of RTS technical operations.
  • Provides daily mission status reports.
  • Ensures activity and/or mission requirement posts are completed.
  • Participates in after action findings.    
  • Analyzes telecommunications projects and functions of United States Army Kwajalein Atoll and Reagan Test Site.
  • Maintains cognizance of and participates in the tracking of government owned plant property.
  • Relies on experience and judgment to plan and accomplish goals.
  • Schedules circuits and testing with other ranges and customers as required.
  • Provides requirements and development of courses of action and plans to modify, enhance, or implement new or existing range communication systems in support of optics, voice, and data communications as well as fiber optics transport systems including undersea infrastructure. 
  • Evaluates and reports program schedule performance metrics.
  • Provides mentoring to other members of the department.
  • Supports TDY travel for mission operations.
  • Maintains a valid U.S. passport; ensures passport expiration does not affect ability to travel on TDY as required.
  • Performs other related duties as assigned.
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required: 
  • Must be able to work in a Department of Defense (DoD) classified environment and understand security procedures in handling TEMPEST, Communications Security (COMSEC) equipment, and keymat.
  • Demonstrated ability working with Microsoft Office, UNIX and/or LINUX.
  • Highly motivated individual.
  • Strong communication skills.
  • Ability to function well within a team environment.
  • Knowledge of communication circuits and COMSEC actions and requirements.
  • Familiarity with DISA circuit requirements.
Desired: 
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • Demonstrated familiarity using best practice communications and range operation concepts and procedures within the telecommunications field.
  • Familiarity with Spectrum Frequency Management.       
EXPERIENCE (Years):
Required: 
  • 5 years of experience in communications, mission planning and coordination with a Bachelor of Science degree in engineering or related discipline.
  • An equivalent combination of education and directly related, on the job, experience may be considered.   
Desired: 
  • 8  years of experience in a related field.
  • Prior experience in space program operations, planning or ballistic missile test mission planning; familiarity with radar concepts.
  • Experience working with some or all of the following agencies, standards, practices, and procedures: Defense Information Systems Agency (DISA), Joint Tactical Intelligence Center (JTIC), Installation Information Infrastructure Architecture Implementation Guide (I3A), Environmental Impact Assessment/Telecommunications Industry Association (EIA/TIA) Standards, American National Standards Institute (ANSI).
  • Experience in a NOC, Patch and Test or Tech Control Facility.
EDUCATION:
Required: 
  • Bachelor of Science degree in engineering or related discipline with 5 years of experience in communications, mission planning and coordination.
  • An equivalent combination of education and directly related, on the job, experience may be considered.
Desired: 
  • Master of Science in engineering or related discipline.
OTHER SPECIAL QUALIFICATIONS:
  • Common Access Card (CAC) required to perform job duties.
  • US Citizenship is required.
  • Active US DoD Secret clearance is required.
  • US Passport or the ability to obtain one is required.
