Engineering Procurement Construction Project Manager (Casual)

  • Responsible for developing and executing strategies to ensure successful accomplishment of multiple, often simultaneous, projects assigned to KRS and to coordinate the efforts among all project stakeholders, including customers, KRS/Chugach and their subcontractors, other contractors on Kwajalein, and other agencies as necessary. Project coordination includes leading or participating in the requirements definition, planning, design, procurement/subcontracting, and execution of assigned projects using a variety of project management tools and processes. It requires interface among all project stakeholders through the use of integrated product teams (IPT) presentations, and frequent meetings.
  • Works with project customers (primarily USAG-KA/RTS and its customers) and service providers (primarily KRS/Chugach Public Works, Marine Operations, Environmental Services, and Business Services) to understand project requirements and to develop strategies to meet requirements. Where project requirements are not well defined, develops requirements documents.
  • Develops project execution strategies that consider available and obtainable resources, schedule constraints, material and equipment delivery lead times, the use of subcontractors vs. direct hire labor, and other factors. Considers safety and environmental requirements in all plans development.
  • Develops initial project Plans of Action and Milestones (PoAM).
  • Prepares and presents briefings to USAG-KA/RTS and its customer agencies on project strategies, plans, schedules, cost and funding requirements, issues, and status as required.
  • Coordinates with KRS/Chugach service providers to evaluate impact of newly assigned projects on existing workload and stakeholders to prioritize work.
  • Coordinates with Chugach Public Works, Marine, and other on-island contractors to manage the use of equipment assets and other support most efficiently and to develop assignment schedules for equipment and services in support of other contractors.
  • Develops long-range, resource-loaded integrated master schedules (IMS) of all projects to identify gaps in available resources and to determine when resources must be out-sourced.
  • Evaluates existing schedules and recommends any necessary changes.
  • Coordinates with appropriate KRS/Chugach departments and functions to develop material requisitions, subcontract scopes of work, and need dates for KRS Acquisition Services to procure.
  • Assists KRS Project Controls and service providers in developing cost estimates from rough order of magnitude (ROM) to detailed cost estimates as project designs and planning mature. Determines cash flow requirements and communicates need for funding to the KRS Prime Contract Manager, Project Controls, and others as necessary.
  • Coordinates with KRS Project Controls to establish charge codes and with departments executing work to ensure appropriate and accurate time charging and assignment of procurement and subcontract costs.
  • Coordinates project reviews at all phases of execution from design through field work. Assists project teams in identifying solutions to problems, more efficient or less costly methods, constructability reviews, etc. leads project reviews with KRS senior management and with USAG-KA/RTS and their customers as required.
  • Conducts routine field inspections/walk downs to assess work progress.
  • Assists departments and support functions in developing project metrics and reports to senior management and customers. Develops and submits project reports as required.
  • Tracks accomplishments and problems. Where performance is less than satisfactory identifies causes.
  • Develops lessons learned as projects evolve and applies lessons learned to future work.
  • Works with KRS Six Sigma Black Belt and others to identify opportunities to apply principles of LEAN and/or Six Sigma to achieve efficiencies and savings.
  • Performs project closeout functions as required.
  • Performs other duties as assigned.
  • Strong knowledge of project management principles and tools with demonstrated experience in application of these principles and tools including but not limited to: scheduling, cost estimating, and resource allocation.
  • Knowledge of all phases of project execution from requirements definition through closeout; this includes planning, design, procurement, subcontracting, and field execution.
  • Knowledge of facilities repair, upgrade and new construction projects is specifically required.
  • Strong communication skills, both oral and written.
  • Demonstrated ability to work with internal and external organizations and to bring differing ideas and opinions together through processes such as integrated product teams.
  • Knowledge of basic computer programs (MS Office and MS Project).
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • 10 years of experience in project management, planning, engineering, acquisition, construction, and operations of facilities and buildings, including 5 years of progressively responsible managerial experience. 
  • Certification in project management through the Project Management Institute or corporate certification.
  • Bachelor's degree in Engineering, Construction, Planning or other field relevant to project management.
  • Master's degree in Engineering, Construction, Planning or other field relevant to project management.  
  • Common Access Card (CAC) required to perform job duties.
  • US Citizenship is required.
  • US DoD Secret Clearance or the ability to obtain one is required.
  • This is a casual position, located on Kwajalein Atoll.
  • Traveling to Kwajalein Atoll, you are required to have a valid passport in your possession.  You must maintain a current passport during your stay on Kwajalein Atoll.
