Subcontracts Lead

Location: Kwajalein Atoll, Marshall Islands

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Forms and administers medium to large, moderately to highly complex cost reimbursable and fixed price subcontracts in a FAR compliant, government contractor environment; Establishes and maintains subcontract files; Maintains with the Subcontract Technical Representative (STR), a continuous monitoring and review of the progress of each subcontract and provides management with information regarding any financial, legal or technical performance difficulties; Prepares change orders and amendments, negotiates with subcontractors and internal Project customers to obtain settlement; Utilizes Government client provided enterprise management systems to award, administer, and close out subcontracts in a cradle-to-grave system.
  • Reports directly to the Manager Subcontracts; receives technical and functional guidance from the Manager Subcontracts.
  • Provides guidance to Project STRs regarding contractual matters during formation and administration phases of subcontracts; may provide operational supervision to Subcontract Administrators.
  • Maintains internal contacts with Project managers and supervisors, and leads and/or participates in negotiations with bidders and subcontractors.
  • Based on approved Subcontract Requisitions in accordance with Project Procedures, receives subcontract formation and administration assignments from the Manager Subcontracts and prepares Pre-Procurement Plans for acquisition efforts.
  • Pre-qualifies potential Bidders, prepares RFPs, chairs pre-bid meeting, prepares and issues addendum.
  • Chairs bid opening, prepares bid tabulations, holds negotiations, prepares award package, executes subcontract.
  • Administers commercial portion of subcontract and coordinates administration of technical issues with responsible organizations.
  • Works with STRs to manage both the commercial and technical administration of the subcontract and subcontractor.
  • Utilizes Project’s enterprise management system to administer subcontracts.
  • Maintains a continuing review of the progress of each subcontract and provides management with information regarding any financial, legal or technical difficulties.
  • Administers change control within assigned subcontracts.
  • Prepares change orders and amendments, negotiates with subcontractors and internal Project customers to obtain settlements.
  • Implements, as appropriate for each subcontract, the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Practice Instructions and Departmental Instructions applicable to Subcontract Administration.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.
  • Performs reviews and completes closeout documentation as required to closeout subcontracts in a timely manner and in accordance with Project Procedures.
  • Represents Kwajalein Range Services, LLC in contractual discussions of moderate to high complexity.
  • Administers information programs to ensure mutual understanding of subcontract terms and conditions.
  • Prepares periodic status reports for management.
  • Trains STRs in basic subcontract formation and administration duties and responsibilities.
  • Substitutes for Manager Subcontracts during his or her project absence.
  • Performs other related duties as assigned.   
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required: 
  • Procurement knowledge including formation and administration of medium to large, moderately to highly complex cost reimbursable and fixed price subcontracts.
  • Moderate knowledge of the Federal Acquisition Regulation (FAR) and Government contracting/procurement policies and practices.
  • Working knowledge of engineering/construction, maintenance, and operations industry contracting practices, policies, and procedures.
  • Demonstrated advanced oral and written communication skills.
  • Working knowledge and skills in developing and administering cost reimbursable and fixed price subcontract types, fee arrangements, and subcontract terms.
  • Demonstrated ability developing negotiation strategies and negotiating price and terms and conditions.
  • Demonstrated working ability developing and recommending potential solutions to contractual problems to management.
  • Advanced skills in standard office software including but not limited to Microsoft Office Suite: Word, Excel, Access, PowerPoint, Outlook.
Desired: 
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • Specialized knowledge of Government Procurement.
  • Specialized knowledge of pricing, contract law, negotiations and accounting.
  • Familiarity with KEAMS or equivalent project ERP system.  
EXPERIENCE (Years):
Required: 
  • 6 years of procurement experience, including 5 recent years of subcontract formation/administration experience and 4 years of experience in a FAR compliant, Government Contracting/Procurement environment and a Bachelor's degree in Finance, Economics, Business Administration, Engineering, Liberal Arts or related discipline.
  • 8 years of procurement experience, including 7 recent years of subcontract formation/administration experience and 6 years of experience in a FAR compliant, Government Contracting/Procurement environment and a related Associate's degree may be considered.
  • 10 years of procurement experience, including 9 recent years of subcontract formation/administration experience and 8 years of experience in a FAR compliant, Government Contracting/Procurement environment and a High School Diploma or equivalent may be considered.     
 Desired: 
  • 7+ years of procurement experience, including 5+ years of subcontracts formation/administration experience and 5+ years of experience in a FAR compliant, Government Contracting/Procurement environment.
EDUCATION:
Required: 
  • Bachelor's degree in Finance, Economics, Business Administration, Engineering, Liberal Arts or related discipline and 6 years of procurement experience, including 5 recent years of subcontract formation/administration experience and 4 years of experience in a FAR compliant, Government Contracting/Procurement environment.
  • A related Associate's degree and 8 years of procurement experience, including 7 recent years of subcontract formation/administration experience and 6 years of experience in a FAR compliant, Government Contracting/Procurement environment may be considered.
  • A High School Diploma or equivalent and 10 years of procurement experience, including 9 recent years of subcontract formation/administration experience and 8 years of experience in a FAR compliant, Government Contracting/Procurement environment may be considered.
Desired: 
  • Master's Degree in Business Administration or Certified Professional Contracts Manager (CPCM).
  • Specialized education in Government Procurement.
  • Specialized education or experience in pricing, contract law, negotiations and accounting.
OTHER SPECIAL QUALIFICATIONS:
  • Common Access Card (CAC) required to perform job duties.
  • This position is accompanied.
  • US Citizen or Permanent Resident Card is required.
  • Must be able to relocate to the United States Army Garrison - Kwajalein Atoll.
  • Traveling to Kwajalein Atoll, you are required to have a valid passport in your possession prior to relocation.
  • You must maintain a current passport during your stay on Kwajalein Atoll.
