COMSEC Account Manager

Location: Kwajalein Atoll, Marshall Islands

  • The COMSEC Account Manager is responsible for maintaining control and accountability of all COMSEC material that falls within the guidance of the NSA/CSS Policy Manual 3-16, Control of Communications Security (COMSEC) Material, and other government mandated COMSEC regulations such as those found in the Army Regulation 380 series.
  • Manages COMSEC key material and equipment throughout the US Army Garrison-Kwajalein Atoll/Reagan Test Site (USAG-KA/RTS).
  • Supervises the 24/7 Telecommunications Center (TCC). 
  • Travels for conferences, training, or for mission requirements as necessary.
  • Responsible for all administrative, personnel and budgeting duties related to the COMSEC and TCC section.
  • Reviews COMSEC SOP's and EAP’s for each COMSEC facility, including Concept of Operations (CONOPS) for non-standard key loading.
  • Trains and supports all COMSEC hand receipt holders within USAG-KA/RTS.
  • Coordinates COMSEC related issues with the appropriate mission COMSEC Account Manager, Facility Security Officer, and IA Manager.
  • Reports and investigates COMSEC incidents and practices dangerous to security.
  • Conducts the required semi-annual inventories of all COMSEC material held.
  • Ensures COMSEC account is maintained in an audit-ready state and readily available for NSA and Army inspections.
  • Ensures all required records are being maintained using NSA's Distributed INFOSEC Accounting System (DIAS) software to prepare accounting reports to record the transfer, possession, inventory, hand receipt and destruction of COMSEC material.
  • Performs other related duties as assigned.  
  • Demonstrated ability with the National Industrial Security Program.
  • Expertise in COMSEC requirements and interacting with National Security Agency (NSA) personnel.
  • Ability to interact with and advise Government and contractor organizations with COMSEC requirements and related matters.
  • Ability to ensure that all COMSEC material is being controlled and accounted for in accordance with the NSA/CSS Policy Manual 3-16 and other COMSEC related security doctrine (e.g. NSTISSIs, CNSSIs, "The COMSEC Communicator", etc.).
  • Demonstrated ability safeguarding all COMSEC account information, equipment and material.
  • Demonstrated ability with keying, configuration and basic troubleshooting of TACLANEs, STE phones and other COMSEC CCI material.
  • Knowledge in ensuring that corrective actions are put in place by programs and/or individuals to prevent incidents.
  • Ability to coordinate various issues involving keying material directly with the appropriate Controlling Authority.
  • Knowledge in the standardization of all COMSEC related processes.
  • Candidate must be able to research and interpret government directives, regulations and implement those required throughout the business unit.
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • Exceptional time management, prioritization abilities, and ability to achieve goals and targets while performing multiple tasks.
  • Ability to collaborate and manage with effective supervision and delegation.
  • Customer service oriented.
  • Working knowledge of networking and internet protocol addressing.
  • Working knowledge of the ISSP program for Army COMSEC CCI item procurement.
  • Working knowledge of export control restrictions and joint Allied military operations.
  • Strong oral and written communication skills with excellent interpersonal skills
  • Knowledgeable of Microsoft Office programs, such as Word, Outlook, and Excel.
  • Demonstrated leadership skills and ability to interface with all levels of management including various government customers.
  • Positive attitude and strong team player.
  • Uncompromising integrity and ethics.
  • Working knowledge of Key Management Infrastructure (KMI).
  • Working knowledge of In-Process accounting for a Classified Material Conversion (CMC) Facility.  
  • 4 years combined COMSEC and network experience, including one year experience with TACLANEs or other Controlled Cryptographic Items.  
  • 6 years of related COMSEC and/or network experience including work with TACLANEs, KIV-7Ms and STE phones.
  • 2 years of experience as a COMSEC Custodian or Alternate COMSEC Custodian.
  • Supervisory experience.
  • Associate's Degree in Communications, Electronics, Networking or related.
  • Completion of the COMSEC Custodians Course (ND 112), prior to assignment. 
  • Bachelor's Degree in Networking, Computer Science or related.
  • CompTIA Security + certification.
  • Common Access Card (CAC) required to perform job duties.

  • US Citizenship is required.
  • Active US DoD Top Secret clearance is required.
  • Must be able to relocate to the United States Army Kwajalein Atoll.
  • Traveling to Kwajalein Atoll, you and your dependents are required to have a valid passport in your possession prior to relocation. You must maintain a current passport during your stay on Kwajalein Atoll.
