Technical Writer IV

  • Submits, processes, tracks and closes Engineering Change Proposals (ECP), Project Study Tasks (PST), and Documentation and Drafting Requests (DDR) in support of the Reagan Test Site (RTS).
  • Provides regularly scheduled and ad-hoc reports to all levels of the RTS leadership team.
  • Develops performance metrics to track, record, and optimize workflow in the Configuration and Data Management group as it relates to ECPs, PSTs, and DDRs.
  • Utilizes MS-Office Suite; MS-Excel, Word, Access, PowerPoint, etc., to develop spreadsheets, pivot tables, database structures, reports, and presentations.
  • Utilizes SharePoint to disseminate project data and update per internal requirements.
  • Collects, monitors and manipulates RTS Sensor and system information through the collection, review, approval, and final distribution process via SharePoint.
  • Drafts new technical documentation, as well as edits existing documentation to ensure accuracy and adherence to configuration standards.
  • Provides technical direction to Entry Level Technical Writers and provides necessary leadership. 
  • Coordinates with internal and external customers in the production of contractually deliverable documents, reports and manuals relating to RTS Range instrumentation.
  • Maintains and meets deliverable schedules.
  • Proactively obtains information from field staff.
  • Maintains SharePoint site as a repository and to disseminate information to field personnel.
  • Performs other related job duties as assigned.
  • Knowledge of ECP and PST work flow concepts, practices, and procedures.
  • Self-starter, ability with a 'can-do' approach; highly motivated with emphasis on attention to detail and persistence.
  • Ability to prioritize effectively and handle shifting priorities on demand.
  • Strong verbal and written communication skills.
  • Multi-disciplinary organizational and process improvement skills.
  • Strong interpersonal and leadership skills with the ability to build good working relationships at all levels.
  • Sound analytical skills with the ability to coordinate multiple process requests and facilitate numerous tasks simultaneously; ability to exercise independent judgment.
  • Willingness and ability to work irregular hours to coordinate efforts with other staff members working at a remote location (up to 7 hours difference in time).
  • Ability to stand firm on proper process procedure, adherence to schedules, and document completion.
  • Demonstrated technical writing ability.
  • Highly organized with the ability to independently maintain schedules and meet deadlines.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook, and Project), Corel Draw, and Adobe Acrobat Professional.
  • Working knowledge of SharePoint, InfoPath, Workflows, and Document Center.
  • Strong analytical skills with the ability to manage multiple issues and personnel.
  • Excellent writing, typing, and proofreading skills.  
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • Problem solving and good interpersonal skills.
  • AutoCAD and Microsoft Visio.  
  • 5 years of experience as Technical Writer including but not limited to 2 years of experience in a leadership role and 3 years of experience as a Process Facilitator and/or Documentation Administrator or related.   
  • 10 years of experience as Technical Writer including but not limited to 5 years of experience in a leadership role and 5 years of experience as Process Facilitator and/or Documentation Administrator or related.
  • Bachelor's Degree in Technical Writing or related discipline.
  • Master's Degree in a related discipline.
  • Common Access Card (CAC) required to perform job duties.
  • US Citizenship is required. 
  • Active US DoD Secret clearance is required.
  • US Passport or the ability to obtain one is required.
