Systems Engineer III

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Operates and directs RADAR operations during mission activities.
  • Solves complex system and operational problems.
  • Coordinates and manages scopes, schedules, and budgets on a variety of disciplines. 
  • Works closely with the development contractor to ensure the coordination of activities from conception through FOC.
  • Assists in the development of short and long term plans for programs, monitor progress, assure adherence, and evaluate performance.
  • Assists in the development and implementation of Acceptance Test Plans.
  • Leads projects that require support from multiple organizations/disciplines both technical and administrative. 
  • Creates, analyzes, and modifies policies and plans as they relate to sensor O&M activities and I&M project coordination.
  • Analyzes performance metric results and identify improvements. 
  • Prepares and analyzes comparisons of scope, quantities, and cost (trend cost and schedule performance).
  • Operates remotely located RADARs and other sensors. 
  • Operations include but are not limited to Tracker, RADAR Control Operator, Assistant Test Director, and Test Director. 
  • Prepares to become a subject matter expert in RADAR operations.
  • Designs, modifies, installs, and tests sensor systems. 
  • Maintains radar performance through analysis, calibration, and testing. 
  • Performs studies and provides options for SRM activities. 
  • Works closely with remote staff to accomplish engineering activities.
  • Develops and prepares detailed mission plans.
  • Creates and provides radar related briefings.
  • Explains RADAR data collected including any anomalies to highly technical range customers. 
  • Programs automated RADAR controls in Python.
  • Trains sensor operators and continuously shares knowledge and lessons learned with coworkers.
  • Works long and irregular hours during mission times.
  • Supports TDY travel for mission operations.
  • Maintains a valid U.S. passport; ensures passport expiration does not affect ability to travel on TDY as required.
  • Performs other related duties as assigned.
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required: 
  • Ability to work with minimal support and supervision. 
  • Ability and willingness to travel abroad.
  • Ability to execute simultaneous tasks within broadly defined parameters.
  • Demonstrated ability to effectively perform project and/or program management in an engineering or technical maintenance environment.
  • Demonstrated ability to effectively develop and administer Engineering Change Proposals.
  • Demonstrated ability to effectively perform and present complex system studies.       
  • Proficient in Microsoft Office Suite including but not limited to Visio, PowerPoint, and Project.
  • Ability to exhibit a high level of integrity and professionalism.
  • Excellent customer service, communication, negotiating.
  • Excellent problem solving skills.
Desired: 
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • Knowledge of MATLAB or equivalent.
  • Knowledge of UNIX and LINUX Operating Systems.
  • Python programming.
  • Test range sensor skills and knowledge.
  • Demonstrated knowledge of Earned Value Management System (EVMS) and EV techniques and processes.
  • Microsoft Office Access.  
EXPERIENCE (Years):
Required: 
  • 7 years of experience as a project manager and/or project controls engineer involved in systems engineering.   
Desired: 
  • 10+ years of experience as a project manager and/or project controls engineer involved in systems engineering with at least 2 years at the principle engineering level.
  • Test range experience.
  • RADAR engineering/operations experience.
EDUCATION:
Required: 
  • Bachelor's degree in engineering or related discipline.
Desired: 
  • Related Master's degree.
  • CMP or PMP certification.
  • Registered PE.
OTHER SPECIAL QUALIFICATIONS:
  • Common Access Card (CAC) required to perform job duties.
  • US Citizen is required.
  • US DoD Secret clearance or the ability to obtain one is required.
  • Traveling to Kwajalein Atoll, you are required to have a valid passport in your possession prior to relocation.
  • You must maintain a current passport during your stay on Kwajalein Atoll.
