Project Planner I

Location: Kwajalein Atoll, Marshall Islands

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Plans, administrates and manages concurrent cybersecurity projects for the Ronald Reagan Test Site (RTS).
  • Develops Certification and Accreditation (C&A) documentation for the RTS cybersecurity team.
  • Ensures the accurate application of standard concepts and practices under the Risk Management Framework (RMF) for DoD Information Technology standards.
  • Utilizes SharePoint and other collaborative tools to collect, monitor, and manipulate RTS C&A documentation through the collection, review, approval, and final distribution processes.
  • Reviews Configuration and Data Management (C&DM) holdings and ensures documents are updated, as outlined in the RTS Configuration Management Plan.
  • Coordinates with internal and external customers in the production of contractually deliverable documents, reports, and manuals relating to RTS accreditation packages.
  • Accesses Enterprise Mission Assurance Support System (eMASS) to ensure required network accreditation documentation is on-hand and current.
  • Maintains and meets deliverable schedules.
  • Proactively obtains information from multiple internal and external teams.
  • Cross-trains with the Configuration Management (CM) Analyst to learn the Technical Review Board (TRB) process.
  • Reports to the Information Security Services (ISS) Project Planning supervisor.
  • Works a flexible schedule to coordinate with personnel working at a location in another time zone.
  • Performs other related duties as assigned.
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required: 
  • Demonstrated technical writing ability to include organize material and complete writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology.
  • Possesses the ability to independently maintain schedules and meet deadlines in a highly organized manner.
  • Proficient in Microsoft Office Suite including but not limited to Word, Excel, and Outlook.
  • Proficient in Microsoft SharePoint, Microsoft Project, Microsoft Office Visio, and Adobe Acrobat Professional.
  • Ability to perform job with minimal supervision applying sound judgment and prioritizing workload independently.
  • Strong analytical skills with the ability to manage multiple issues at one time.
  • Willingness and ability to work a flexible schedule, in order to coordinate with personnel working in another time zone.
  • Excellent writing, typing, and proofreading skills including spelling, word definition, composition, and grammar.
  • Ability to proof-read contributions from other teams and provide constructive feedback on grammar and spelling.
Desired: 
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
  • Familiar with DIACAP, RMF for DoD IT, and supporting ISS controls from DoD Instruction 8500.2 and NIST Special Publication 800-53 revision 4.
  • Knowledge of Microsoft SharePoint.
  • Skilled at process mapping and drafting departmental instructions/policies.
  • Six Sigma Yellow Belt certified.
  • Knowledge of FISMA, NIST, vulnerability management, incident response and other cybersecurity topics.
  • Knowledge of network, system and/or database administration.
  • Knowledge of project management principles.   
EXPERIENCE (Years):
Required: 
  • 0 years of experience as a project planner,  process facilitator, documentation administrator, or related IT or Cybersecurity experience with  a Bachelor's Degree in Business Management, Technical Writing, Computer Science or related.
  • 2 years of experience as a project planner,  process facilitator, documentation administrator, or related IT or Cybersecurity experience and an Associate's Degree in Business Management, Technical Writing, Computer Science or related discipline may be considered.
  • 4 years of experience as a project planner, process facilitator, documentation administrator, or related IT or Cybersecurity experience and a High School Diploma or equivalent may be considered.    
Desired: 
  • 3 years of experience as a project planner and/or collaborator, or 5 years of experience as a process facilitator and/or documentation administrator.
  • 1 year of experience in a network, database or IT-related field.
EDUCATION:
Required: 
  • Bachelor's Degree in Business Management, Technical Writing, Computer Science or other related discipline.
  • Associate's Degree in Business Management, Technical Writing, Computer Science or other related discipline may be considered with 2 years of experience as a project planner, process facilitator, documentation administrator, or related IT or Cybersecurity experience.
  • High School Diploma or equivalent may be considered with 4 years of experience as a project planner, process facilitator, documentation administrator, or related IT or Cybersecurity experience.
Desired: 
  • Associate's degree or higher in IT-related discipline.
  • Formal technical writing education.
OTHER SPECIAL QUALIFICATIONS:
  • Common Access Card (CAC) required to perform job duties.
  • This position is unaccompanied.
  • US Citizen is required. 
  • US DoD Secret clearance or the ability to obtain one is required.
  • Must be able to relocate to the United States Army Kwajalein Atoll.
  • Traveling to Kwajalein Atoll, you are required to have a valid passport in your possession prior to relocation.
  • You must maintain a current passport during your stay on Kwajalein Atoll.
