Prime Contract Administrator

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • This position is Casual (on-call); performs essential duties and responsibilities of Prime Contract Manager.
  • Provides principal support to the Project Management team in the effective administration of the prime contract between KRS and its customer and any Joint Venture Agreement(s) between KRS and its Joint Venture Partner(s).
  • Responsible for establishing and implementing contracts administration procedures.
  • Independently or in conjunction with the Project Manager and other senior staff, negotiates with the customer on behalf of the project; works with customer representatives on a day-to-day basis to interpret provisions of contracts; prepares, coordinates, and submits correspondence with customer.
  • Administers Award Fee Plan, including preparation of Award Fee Self-Assessments and response to customer assessments.
  • Identifies areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the contract.
  • Coordinates with other project team members to identify customer related actions or inactions which result in constructive contract changes; recommends and implements actions to document and requests the additional compensation or time due KRS.
  • Prepares change orders to the Contract and develops the negotiation strategy and supports and/or conducts negotiations.
  • Participates in project related meetings, works closely with all appropriate KRS organizations and reviews project data to: ensure awareness of all project activities that may affect the prime contract and to ensure compliance with prime contract terms and conditions.
  • Performs other related duties as assigned.
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required: 
  • Knowledge and skills in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling obtained through directly related on the job experience or through advanced education and/or training.
  • Thorough knowledge of prime contract administration office and field procedures and documents relating to a construction project.
  • Thorough knowledge of Federal Acquisition Regulation, applicable Agency Supplements and thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements and Government Cost Accounting Standards, and determination process for applicability to the work.
  • Demonstrated ability to effectively use independent judgment to achieve assigned responsibilities.
  • Skill in communicating effectively verbally or in writing regarding all commercial matters.
  • Microsoft Office Suite.
Desired: 
  • Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
EXPERIENCE (Years):
Required: 
  • 6 years in associated field of work including several years in a management role having significant business impact.   
Desired: 
  • 10 years in associated field of work including several years in a management role having significant business impact.
EDUCATION:
Required: 
  • Bachelor degree in a related discipline such as Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering.
  • An additional 4 years of directly related experience may be considered in lieu of bachelor degree.
Desired: 
  • Master degree in a related discipline such as Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering.
OTHER SPECIAL QUALIFICATIONS:
  • Common Access Card (CAC) required to perform job duties.
  • US Citizen or Permanent Resident Card is required.
